I got in as much trouble as possible by shooting down some laz/clamp/scrubber and skinner moths and I got a small loan at MisOps. I found it pretty easy to get amnesty with Lazarus and Klamp. Scrubbers and Skinners was much harder, but after a long while of shooting down every crook I saw, I succeeded.

I ran out of power several times (once in the middle of highrise while I was still an enemy of Lazarus), but I got away with it. The Enforcerer was not bugging me very much because I used a Swallow to outrun him. The weapons I used were the ground-base in combination with some firebursts. I didn't use devastators or a fusion cell. I don't think this is the hardest challenge around, but maybe I was just lucky.

Maybe it would be a harder challenge if the swallow is banned and only cannons are allowed. So no missiles.

I'll soon be trying some other chalenges, this was my first.
