I don't know how old the challenge is, but I decided to do it this weekend. It wasn't too bad, but I think I could add some mods to up the difficulty a little.

There was no mention of how long I had to wait to get everybody angry at me, so I waited until I had enough money to outfit a Neo Tiger. I didn't use the God hanger for supplies or keeping from dying. I only used it only for plot jumps and "supertime".

The "no fusion cell" rule and the "no devastator" rule made it tough though.

Ultimately I just got amnesty with everyone through the normal channels (shooting up the bad guys and paying off the loans). As you mentioned the tricky part was dusting the last enforcer after the police cleared my record. This was how I did it:

1. Hit the last enforcer once with a big ticket missile (don't use fireburst, because that counts as multiple hits). This doesn't count against you with the police dept. If you hit him twice, then you have to axe him and start over on the next guy.

2. If his shields are lower then yours, proceed to ram him and try to drop him that way. In my case, I think I took a hit, or he must have stronger shields. I was at 30% when he was at 50%.

3. I got behind him tight and followed him close. If you are real close they tend to fly straight and you can get them near some buildings. Since I engaged him near a canyon wall, I got him running into the wall.

4. His shields dropped and then I rammed him to death.

This is hard to do if you haven't gotten amnesty with the other parties, because it only takes one hit to cause you to lose your shield advantage in the ramming tactic. not to mention that your ship will be swiss cheese by the time it's done. you won't be in shape for fighting!

Great challenge. Try some twists though:

- Time limits

- Moth limits

- Must attack 5 innocents and not kill them (so they keep running around and shooting at you)

- Weapon limitations
